How ObamaCare will keep unemployment high — by forcing small companies to cut their workforce to fewer than 50 people
Shortly after Nov. 6, Zane Tankel, who runs 40 Applebee’s restaurants in the New York City area, announced that his company was freezing employment and would not build any new restaurants. President Obama’s re-election, Tankel explained, meant that ObamaCare was likely to be fully implemented, costing his company millions of dollars and significantly raising the cost of hiring a worker.
Tankel’s statement prompted outrage and threats of a boycott, but he was far from alone. Already John Schnatter, CEO of Papa John’s Pizza, has announced that he would likely lay off some workers. Earlier, Schnatter said that ObamaCare would cost his business $5 billion to $8 billion annually, forcing him to increase the price of pizzas.
Meanwhile, two other restaurant chains, Olive Garden and Red Lobster, are moving many of their employees from full- to part-time work in order to avoid the law’s mandate that anyone working more than 30 hours must have insurance. An owner of 40 Denny’s in Florida, meanwhile, says he’ll add a 5% surcharge to customer bills in 2014 to cover his increased costs.While restaurants, with traditionally low profit margins and large numbers of low-skilled, low-wage workers, are exceptionally vulnerable to ObamaCare’s costs, other business are being hit too. For example, Boston Scientific has announced that it will now lay off up to 1,400 workers and shift some jobs to China.
And Dana Holdings, an auto-parts manufacturer with more than 25,000 employees, says it to is exploring ObamaCare-related layoffs.
These, and countless other employers across the country, are not doing an impression of Montgomery Burns. They are simply responding to economic reality.
Under ObamaCare, employers with 50 or more full-time workers must provide health insurance for all their workers, paying at least 65% of the cost of a family policy or 85% of the cost of an individual plan. Moreover, the insurance must meet the federal government’s requirements in terms of what benefits are included, meaning that many businesses that offer insurance to their workers today will have to change to new, more expensive plans.
ObamaCare’s rules make expansion expensive, particularly for the 500,000 US businesses that have fewer than 100 employees.
Suppose that a firm with 49 employees does not provide health benefits. Hiring one more worker will trigger the mandate. The company would now have to provide insurance coverage to all 50 workers or pay a tax penalty.
In New York, the average employer contribution for employer-provided insurance plans, runs from $4,567 for an individual to $ 12,748 for a family. Many companies will likely choose to pay the penalty instead, which is still expensive — $2,000 per worker multiplied by the entire workforce, after subtracting the statutory exemption for the first 30 workers. For a 50-person company, then, the tax would be $40,000, or $2,000 times 20.
That might not seem like a lot, but for many small businesses that could be the difference between survival and failure.
Under the circumstances, how likely is the company to hire that 50th worker? Or, if a company already has 50 workers, isn’t the company likely to lay off one employee? Or cut hours and make some employees part time, thus getting under the 50 employee cap? Indeed, a study by Mercer found that 18% of companies were likely to do exactly that. It’s worth noting that in France, another country where numerous government regulations kick in at 50 workers, there are 1,500 companies with 48 employees and 1,600 with 49 employees, but just 660 with 50 and only 500 with 51.
New York City’s small business could be particularly hard hit. Of the 238,851 city firms included in a state Department of Labor survey, 96% had fewer than 50 employees. How many of them, given the chance to expand, will look at the mandate and decide they’d rather keep their small business small?
Overall, according to the Congressional Budget Office, ObamaCare could end up costing as many as 800,000 jobs.
The election showed us that ObamaCare is likely to be with us for quite some time. Unfortunately, a great many workers are about to find out the consequences of that decision.

3)Iran must be President Obama’s immediate priority

In the aftermath of an exhausting reelection campaign, the most urgent decision facing the president is how to stop Iran from pursuing a military nuclear program. Presidents of both parties have long declared that “no option is off the table” in securing this goal. In the third presidential debate, the candidates agreed that this was a matter of the American national interest, even as they described the objective alternately as preventing an Iranian “nuclear weapon” or “breakout capacity” (President Obama), or a “nuclear-capable Iran” (Mitt Romney). As Iran continues to elaborate its enrichment capacity and move it underground, Israeli Prime Minister Benjamin Netanyahu has announced a spring deadline for counteraction. In this fraught environment, what operational meaning should be given to America’s declared objectives?
The United States and Iran are apparently conducting bilateral negotiations through official or semiofficial emissaries — a departure from the previous procedure of multilateral talks. Negotiations over Iran’s nuclear program do not have an encouraging record. For more than a decade, Iran has stalled, first with the “EU-3” (France, Germany and Britain) and then with the “P5+1” (the members of the U.N. Security Council plus Germany). It has alternated hints of flexibility with periods of intransigence, all while expanding, concealing and dispersing its nuclear facilities. If no limit is placed on this process, Iran’s technological progress will dominate events. But at what stage, and in what manner, should Iran be deprived of a military nuclear capability? This has been the essence of the argument over “red lines.”
Three stages are involved in the evolution of a military nuclear capability: a delivery system, a capacity to enrich uranium and the production of nuclear warheads. Iran has been augmenting the range and number of its missile systems since at least 2006. Its enrichment capacity — long underreported to the International Atomic Energy Agency — has been expanded to thousands of centrifuges (the instruments that enrich uranium to bomb-grade material). The level exceeds any reasonable definition of peaceful uses authorized by the Non-Proliferation Treaty. The inevitable culmination is a nuclear weapon.
To draw the line at proscribing an Iranian nuclear weapon — as some argue — would prove unmanageable. Once the requisite amount of fissile material has been produced, constructing and equipping a warhead is a relatively short and technologically straightforward process, almost certainly impossible to detect in a timely fashion.
If so ineffectual a red line were to emerge from a decade of diplomacy by the permanent members of the Security Council, the result would be an essentially uncontrollable military nuclear proliferation throughout a region roiled by revolution and sectarian blood-feuds. Iran would thereby achieve the status of North Korea, with a military nuclear program at the very edge of going operational. Each nation that has a nuclear option would compete to minimize the time to its own full military nuclear capability. Meanwhile, countries within the reach of Iran’s military but lacking a nuclear option would be driven to reorient their political alignment toward Tehran. The reformist tendencies in the Arab Spring — already under severe pressure — would be submerged by this process. The president’s vision of progress toward a global reduction of nuclear weapons would suffer a blow, perhaps a fatal one.
Some have argued that even in the worst-case scenario, a nuclear Iran could be deterred. Yet this ignores the immensely costly, complex and tension-ridden realities of Cold War-era deterrence, the apocalyptic strain in the Iranian theocracy and the near-certainty that several regional powers will go nuclear if Iran does. Once nuclear balances are forged in conditions where tensions are no longer purely bilateral, as in the Cold War, and in still-developing countries whose technology to prevent accidents is rudimentary, the likelihood of some nuclear exchange will mount dramatically.
This is why the United States has insisted on limits on Iranian enrichment — that is, curtailing access to a weapon’s precursor elements. Abandoning the original demand to banall enrichment, the P5+1 has explored what levels of production of fissile material are compatible with the peaceful uses authorized by the Non-Proliferation Treaty. The higher the level of enrichment, the shorter the time needed to bring about militarily applicable results. Conventional wisdom holds that the highest practically enforceable limit is 5 percent enrichment, and then only if all fissile material beyond an agreed amount is safeguarded outside Iran.
The time available for a diplomatic outcome shrinks in direct proportion as the Iranian enrichment capacity grows and a military nuclear capacity approaches. The diplomatic process must therefore be brought to a point of decision. The P5+1 or the United States unilaterally must put forward a precise program to curtail Iranian enrichment with specific time limits.
This does not imply a red line authorizing any country to go to war. However respectfully the views of friends are considered, the ultimate decision over peace or war must remain in the hands of the president. Why negotiate with a country of such demonstrated hostility and evasiveness? Precisely because the situation is so fraught. Diplomacy may reach an acceptable agreed outcome. Or its failure will mobilize the American people and the world. It will clarify either the causes of an escalating crisis, up to the level of military pressure, or ultimate acquiescence in an Iranian nuclear program. Either outcome will require a willingness to see it through to its ultimate implications. We cannot afford another strategic disaster.
To the extent that Iran shows willingness to conduct itself as a nation-state, rather than a revolutionary religious cause, and accepts enforceable verification, elements of Iranian security concerns should be taken seriously, including gradual easing of sanctions as strict limits on enrichment are implemented and enforced. But time will be urgent. Tehran must be made to understand that the alternative to an agreement is not simply a further period of negotiation and that using negotiations to gain time will have grave consequences. A creative diplomacy, allied to a determined strategy, may still be able to prevent a crisis provided the United States plays a decisive role in defining permissible outcomes.

3)OUR Rice is better than your Rice
That’s the argument Democrats are aggressively making against Republicans.
And it’s true. Condi Rice sold her soul. Susan Rice merely rented hers on the talk shows one Sunday in September.
Ambitious to be secretary of state, Condi jilted her mentor, Brent Scowcroft, who publicly opposed the Iraq invasion. In 2002, she bolted to the winning, warmongering side with W., Dick Cheney and Donald Rumsfeld, helping them twist intelligence and getting Foggy Bottom in return.
Ambitious to be secretary of state, Susan Rice wanted to prove she had the gravitas for the job and help out the White House. So the ambassador to the United Nations agreed to a National Security Council request to go on all five Sunday shows to talk about the attack on the American consulate in Libya.
“She saw this as a great opportunity to go out and close the stature gap,” said one administration official. “She was focused on the performance, not the content. People said, ‘It’s sad because it was one of her best performances.’ But it’s not a movie, it’s the news. Everyone in politics thinks, you just get your good talking points and learn them and reiterate them on camera. But what if they’re not good talking points? What if what you’re saying isn’t true, even if you’re saying it well?”
Testifying on Capitol Hill on Friday, the beheaded Head Spook David Petraeus said the C.I.A. knew quickly that the Benghazi raid was a terrorist attack.
“It was such a no-brainer,” one intelligence official told me.
Intelligence officials suspected affiliates of Al Qaeda and named them in their original talking points for Rice, but that information was deemed classified and was softened to “extremists” as the talking points were cycled past Justice, State, the National Security Council and other intelligence analysts.
As The Times’s Eric Schmitt wrote, some analysts worried that identifying the groups “could reveal that American spy services were eavesdropping on the militants — a fact most insurgents are already aware of.”
Rice was given the toned-down talking points, but she has access to classified information. Though she told Bob Schieffer on CBS’s “Face the Nation” that the extremist elements could have included Qaeda affiliates or Al Qaeda itself, she mostly used her appearances to emphasize the story line of the spontaneous demonstration over an anti-Muslim video. She disputed the contention of the president of Libya’s General National Congress, who called the attack “preplanned” when he talked to Schieffer just before Rice.
Some have wondered if Rice, who has a bull-in-a-china-shop reputation, is diplomatic enough for the top diplomatic job. But she would have been wise to be more bull-in-a-china-shop and vet her talking points, given that members of the intelligence and diplomatic communities and sources in news accounts considered it a terrorist attack days before Rice went on the shows. (The president and his spokesman also clung to the video story for too long.)
Rice should have been wary of a White House staff with a tendency to gild the lily, with her pal Valerie Jarrett and other staffers zealous about casting the president in a more flattering light, like national security officials filigreeing the story of the raid on Osama to say Bin Laden fought back. Did administration officials foolishly assume that if affiliates of Al Qaeda were to blame, it would dilute the credit the president got for decimating Al Qaeda? Were aides overeager to keep Mitt Romney, who had stumbled after the Benghazi attack by accusing the president of appeasing Islamic extremists, on the defensive?
Writing in a 2002 book about President Clinton’s failure to intervene in the genocide in Rwanda, Samantha Power, now a National Security Council official, suggested that Rice was swayed by domestic politics when, as a rising star at the N.S.C. who would soon become Clinton’s director for African affairs, she mused about the ’94 midterms, “If we use the word ‘genocide’ and are seen as doing nothing, what will be the effect on the November election?”
An Africa expert, Rice should have realized that when a gang showed up with R.P.G.’s and mortars in a place known as a hotbed of Qaeda sympathizers and Islamic extremist training camps, it was not anger over a movie. She should have been savvy enough to wonder why the wily Hillary was avoiding the talk shows.
The president’s fierce defense of Rice had virile flare. But he might have been better off leaving it to aides, so he did not end up going mano a mano with his nemesis John McCain on an appointment he hasn’t even made (though now Obama might feel compelled to, just to prove that he can’t be pushed around), and so he could focus on fiscal cliff bipartisanship.
His argument that Rice “had nothing to do with Benghazi,” raises the question: Then why was she the point person?
The president’s protecting a diplomatic damsel in distress made Rice look more vulnerable, when her reason for doing those shows in the first place was to look more venerable.

5)--Update on the Israel-Gaza Conflict
New intelligence indicates forces in Gaza may be manufacturing long-range rockets locally. If this is the case, a significant ground force offers the Israelis the best chance of finding and neutralizing the factories making these weapons. Meanwhile, Israel continues its airstrikes on Gaza, and Gaza continues its long-range rocket attacks on major Israeli population centers, though Israel claims its Iron Dome defense system has intercepted most of the rockets.
Analysis
Israel appears to be positioning itself for a ground operation, perhaps as early as the night of Nov. 17. The Israeli Cabinet on Nov. 16 approved Defense Minister Ehud Barak's request to call up 75,000 reservists, significantly more than during Operation Cast Lead in 2008-2009. The Israeli army meanwhile has also sought to strengthen its presence on the borders with Gaza. Primary roads leading to Gaza and running parallel to Sinai have been declared closed military zones. Tanks, armored personnel carriers, self-propelled artillery and troops continue to stream to the border, and many units already appear to be in position.
During Operation Cast Lead, the Israelis transitioned to the ground phase around 8:00 p.m. on Jan. 3, 2009. Going in during dark hours allows the IDF to take advantage of its superior night-fighting equipment and training, including the use of night vision goggles and thermal optics.
The Israeli air force remained active throughout the night of Nov. 16-17, striking at targets across the Gaza Strip including key Hamas ministries, police stations and tunnels near the border crossing with Egypt. The IAF reportedly carried out strikes in Rafah's al-Sulan and al-Zahour neighborhoods, as well as east of the al-Maghazi refugee camp. According to IDF reports, the air force carried out a rapid and coordinated military strike, targeting approximately 70 underground medium-range rocket-launching sites in the less than an hour. The IDF claims direct hits were confirmed. The IAF will increasingly target Hamas militant defenses ahead of any ground invasion. Already the IAF has bombed militant defensive positions, particularly in the northern part of the Gaza Strip.
Meanwhile, Hamas and other militant factions in Gaza have been actively striking back at Israel. More than 80 rockets have been launched from Gaza over the past 24 hours. Of the rockets launched Nov. 17, approximately 57 landed in Israel. According to the IDF, a total of 640 rockets have been launched since Nov. 14, with 410 landing in Israel. A long-range rocket was fired from Gaza toward Tel Aviv at approximately 4:45 p.m. local time Nov. 17 but was successfully intercepted by the recently deployed Iron Dome anti-rocket defense system in the area. Hamas continues to target areas around Ashkelon, Ashdod and Beersheva, with the Iron Dome system intercepting five rockets over Ashkelon at 5:15 p.m. The majority of rockets launched from Gaza appear to be of shorter range than the Fajr-5. The IDF has stated its Iron Dome interceptors have so far successfully intercepted 90 percent of the rockets, though this may be an exaggeration.
One of the long-range rockets was intercepted by the newly installed Iron Dome battery in the Tel Aviv area. A Stratfor source has indicated that the rocket was not a Fajr-5, but was a locally manufactured long-range rocket in Hamas' arsenal.
If militants in Gaza are now able to locally manufacture their own long-range rockets that can target Tel Aviv and other major Israeli cities, it would be a worrisome development for Israel. Thus far, Israel has been able to focus its efforts on limiting the supply of these rockets to Gaza through interdiction efforts, such as the alleged Oct. 23 strike on the Yarmouk arms factory in Sudan. But if Palestinian militants can manufacture long-range rockets in Gaza, it will be much more difficult for Israel to restrict Gaza's inventory of these rockets. Beyond rocket launch sites and caches, which Israel is currently targeting with its airstrikes, it would need to target production sites and those who would be responsible for manufacturing the rockets.
Furthermore, it will be significantly harder for Israeli intelligence to form an accurate picture of the number of these rockets locally constructed in Gaza. We have already seen that Israeli intelligence likely did not anticipate how many long-range rockets had escaped its first wave of strikes, and the fact that Hamas may have been producing these weapons could explain Israel's lack of complete information.
Hamas recognizes that these long-range rocket attacks have only increased the likelihood and intensity of an Israeli ground incursion. A significant ground force offers the Israelis the best chance of finding and neutralizing the factories making these long-range rockets as well as the shorter-range Qassams. Hamas and the other militants therefore are actively preparing their defenses for the anticipated incursion and are likely laying improvised explosive devices, setting up road blocks and defensive emplacements and sorting out their ranks and tasks.
Hamas has already announced that its Al Murabiteen units, consisting of five brigades spread across Gaza, will be concentrated in the border region to limit Israeli penetration into the Gaza Strip. Learning from Hezbollah's example in 2006, special units of Hamas are relying heavily on tunnels to maintain communications. Should Israel be drawn into more densely populated areas of Gaza in pursuit of weapons storage and manufacturing facilities, Hamas has also reportedly prepared its suicide bombers, known as Istishadiyeen, to raise the cost for Israel in an urban battle.

Rumors on a Gaza Cease-Fire
Contradictory rumors regarding the outcome of cease-fire negotiations between Hamas and Israel have increased dramatically in recent hours. A Hamas spokesman told Al Jazeera that Israel and Hamas have agreed to 90 percent of the terms of a new cease-fire. Egyptian President Mohamed Morsi is reportedly meeting the evening of Nov. 18 with a delegation led by Hamas leader Khaled Meshaal and another delegation led by Palestinian Islamic Jihad Secretary-General Ramadan Abdullah Shallah. While Israeli officials have told news outlets that the government is in talks with Cairo on a cease-fire, Israeli officials are now denying reports that an Israeli envoy actually traveled to Cairo Nov. 18 for cease-fire talks. Meanwhile, Turkey appears to be trying to integrate itself into the cease-fire talks with reported plans for Turkish Foreign Minister Ahmet Davutoglu to travel to Gaza on Nov. 20.
There are many good reasons for cease-fire negotiations to be taking place right now. First, Hamas wants to achieve a symbolic victory through its long-range rocket attacks against Tel Aviv and Jerusalem but does not necessarily want to pay the price of seeing its leadership and infrastructure devastated in an Israeli ground invasion. Second, Israel has a political imperative to neutralize Hamas' long-range rocket threat but does not want to necessarily go through with a ground invasion that could draw Israeli forces into urban warfare in seeking out weapons storage and assembly facilities. Lastly, Egypt under the Muslim Brotherhood can gain politically from publicly demonstrating solidarity with the Palestinians but also does not want to deal with the political repercussions of an Israeli ground attack in Gaza and the pressure that would follow from both Israel and the United States in trying to force Egypt to crack down on its border crossings with Gaza.
Though talks are certainly taking place, it does not appear that a cease-fire agreement is imminent. Even if 90 percent of the terms are agreed upon, as is being claimed, it is the final 10 percent that could matter most. There is little middle ground in this negotiation at this stage so long as Hamas is insistent on retaining its Fajr-5 long-range rocket capability and so long as Israel views a ground operation as necessary to neutralize that threat. Egypt is central to this negotiation; while secondary players like Qatar and Turkey are trying to edge their way into this negotiation, they do not have meaningful leverage to sway either side. Reports indicate that Hamas is pushing for a temporary truce in return for Egypt opening the border blockade on Gaza and Israel halting targeted killings of its leaders and military commanders. However, unless Egypt is willing and able to assume responsibility for Hamas' rocket arsenal for a long-term truce to satisfy Israel's security concerns, it will be difficult for Israel to move forward in these talks.
Though there have been claims that rocket fire out of Gaza has slowed down (thus indicating progress toward a cease-fire), a closer look at the data since the beginning of the crisis shows that the timing and rate of rocket volleys into Israel through Nov. 18 remains fairly consistent. Militants in Gaza have typically stopped their rocket fire around 7 p.m., after sunset, to reinitiate it around 7 a.m. the next day. One of the reasons for this may be the vulnerability of operators to detection by Israeli intelligence, surveillance and reconissance assets and resulting airstrikes. The time at which rocket fired slowed down on Nov. 18 was no different from the days before it, and the volume of attacks has been consistent with that of previous days as well.
Additionally, we have also seen two Fajr strikes on Tel Aviv on Nov. 18, the latest of which took place after sunset right before rocket fire slowed down for the night. Likewise, after gradually decreasing Nov. 17, the rate of Israeli air strikes on Gaza is beginning to climb again, keeping in line with Israeli Prime Minister Benjamin Netanyahu's Nov. 18 announcement to his Cabinet that targeted killings would increase. There remains a possibility that we could see a spike in attacks by both sides as both Israel and Hamas try to strengthen their negotiating positions and accomplish as much as they can through their respective attacks before a cease-fire deal is actually struck. Watching Egypt's actions in the coming hours will reveal just how close or far both sides may be to a deal.

In the aftermath of an exhausting reelection campaign, the most urgent decision facing the president is how to stop Iran from pursuing a military nuclear program. Presidents of both parties have long declared that “no option is off the table” in securing this goal. In the third presidential debate, the candidates agreed that this was a matter of the American national interest, even as they described the objective alternately as preventing an Iranian “nuclear weapon” or “breakout capacity” (President Obama), or a “nuclear-capable Iran” (Mitt Romney). As Iran continues to elaborate its enrichment capacity and move it underground, Israeli Prime Minister Benjamin Netanyahu has announced a spring deadline for counteraction. In this fraught environment, what operational meaning should be given to America’s declared objectives?
The United States and Iran are apparently conducting bilateral negotiations through official or semiofficial emissaries — a departure from the previous procedure of multilateral talks. Negotiations over Iran’s nuclear program do not have an encouraging record. For more than a decade, Iran has stalled, first with the “EU-3” (France, Germany and Britain) and then with the “P5+1” (the members of the U.N. Security Council plus Germany). It has alternated hints of flexibility with periods of intransigence, all while expanding, concealing and dispersing its nuclear facilities. If no limit is placed on this process, Iran’s technological progress will dominate events. But at what stage, and in what manner, should Iran be deprived of a military nuclear capability? This has been the essence of the argument over “red lines.”
Three stages are involved in the evolution of a military nuclear capability: a delivery system, a capacity to enrich uranium and the production of nuclear warheads. Iran has been augmenting the range and number of its missile systems since at least 2006. Its enrichment capacity — long underreported to the International Atomic Energy Agency — has been expanded to thousands of centrifuges (the instruments that enrich uranium to bomb-grade material). The level exceeds any reasonable definition of peaceful uses authorized by the Non-Proliferation Treaty. The inevitable culmination is a nuclear weapon.
To draw the line at proscribing an Iranian nuclear weapon — as some argue — would prove unmanageable. Once the requisite amount of fissile material has been produced, constructing and equipping a warhead is a relatively short and technologically straightforward process, almost certainly impossible to detect in a timely fashion.
If so ineffectual a red line were to emerge from a decade of diplomacy by the permanent members of the Security Council, the result would be an essentially uncontrollable military nuclear proliferation throughout a region roiled by revolution and sectarian blood-feuds. Iran would thereby achieve the status of North Korea, with a military nuclear program at the very edge of going operational. Each nation that has a nuclear option would compete to minimize the time to its own full military nuclear capability. Meanwhile, countries within the reach of Iran’s military but lacking a nuclear option would be driven to reorient their political alignment toward Tehran. The reformist tendencies in the Arab Spring — already under severe pressure — would be submerged by this process. The president’s vision of progress toward a global reduction of nuclear weapons would suffer a blow, perhaps a fatal one.
Some have argued that even in the worst-case scenario, a nuclear Iran could be deterred. Yet this ignores the immensely costly, complex and tension-ridden realities of Cold War-era deterrence, the apocalyptic strain in the Iranian theocracy and the near-certainty that several regional powers will go nuclear if Iran does. Once nuclear balances are forged in conditions where tensions are no longer purely bilateral, as in the Cold War, and in still-developing countries whose technology to prevent accidents is rudimentary, the likelihood of some nuclear exchange will mount dramatically.
This is why the United States has insisted on limits on Iranian enrichment — that is, curtailing access to a weapon’s precursor elements. Abandoning the original demand to banall enrichment, the P5+1 has explored what levels of production of fissile material are compatible with the peaceful uses authorized by the Non-Proliferation Treaty. The higher the level of enrichment, the shorter the time needed to bring about militarily applicable results. Conventional wisdom holds that the highest practically enforceable limit is 5 percent enrichment, and then only if all fissile material beyond an agreed amount is safeguarded outside Iran.
The time available for a diplomatic outcome shrinks in direct proportion as the Iranian enrichment capacity grows and a military nuclear capacity approaches. The diplomatic process must therefore be brought to a point of decision. The P5+1 or the United States unilaterally must put forward a precise program to curtail Iranian enrichment with specific time limits.
This does not imply a red line authorizing any country to go to war. However respectfully the views of friends are considered, the ultimate decision over peace or war must remain in the hands of the president. Why negotiate with a country of such demonstrated hostility and evasiveness? Precisely because the situation is so fraught. Diplomacy may reach an acceptable agreed outcome. Or its failure will mobilize the American people and the world. It will clarify either the causes of an escalating crisis, up to the level of military pressure, or ultimate acquiescence in an Iranian nuclear program. Either outcome will require a willingness to see it through to its ultimate implications. We cannot afford another strategic disaster.
To the extent that Iran shows willingness to conduct itself as a nation-state, rather than a revolutionary religious cause, and accepts enforceable verification, elements of Iranian security concerns should be taken seriously, including gradual easing of sanctions as strict limits on enrichment are implemented and enforced. But time will be urgent. Tehran must be made to understand that the alternative to an agreement is not simply a further period of negotiation and that using negotiations to gain time will have grave consequences. A creative diplomacy, allied to a determined strategy, may still be able to prevent a crisis provided the United States plays a decisive role in defining permissible outcomes.

That’s the argument Democrats are aggressively making against Republicans.
And it’s true. Condi Rice sold her soul. Susan Rice merely rented hers on the talk shows one Sunday in September.
Ambitious to be secretary of state, Condi jilted her mentor, Brent Scowcroft, who publicly opposed the Iraq invasion. In 2002, she bolted to the winning, warmongering side with W., Dick Cheney and Donald Rumsfeld, helping them twist intelligence and getting Foggy Bottom in return.
Ambitious to be secretary of state, Susan Rice wanted to prove she had the gravitas for the job and help out the White House. So the ambassador to the United Nations agreed to a National Security Council request to go on all five Sunday shows to talk about the attack on the American consulate in Libya.
“She saw this as a great opportunity to go out and close the stature gap,” said one administration official. “She was focused on the performance, not the content. People said, ‘It’s sad because it was one of her best performances.’ But it’s not a movie, it’s the news. Everyone in politics thinks, you just get your good talking points and learn them and reiterate them on camera. But what if they’re not good talking points? What if what you’re saying isn’t true, even if you’re saying it well?”
Testifying on Capitol Hill on Friday, the beheaded Head Spook David Petraeus said the C.I.A. knew quickly that the Benghazi raid was a terrorist attack.
“It was such a no-brainer,” one intelligence official told me.
Intelligence officials suspected affiliates of Al Qaeda and named them in their original talking points for Rice, but that information was deemed classified and was softened to “extremists” as the talking points were cycled past Justice, State, the National Security Council and other intelligence analysts.
As The Times’s Eric Schmitt wrote, some analysts worried that identifying the groups “could reveal that American spy services were eavesdropping on the militants — a fact most insurgents are already aware of.”
Rice was given the toned-down talking points, but she has access to classified information. Though she told Bob Schieffer on CBS’s “Face the Nation” that the extremist elements could have included Qaeda affiliates or Al Qaeda itself, she mostly used her appearances to emphasize the story line of the spontaneous demonstration over an anti-Muslim video. She disputed the contention of the president of Libya’s General National Congress, who called the attack “preplanned” when he talked to Schieffer just before Rice.
Some have wondered if Rice, who has a bull-in-a-china-shop reputation, is diplomatic enough for the top diplomatic job. But she would have been wise to be more bull-in-a-china-shop and vet her talking points, given that members of the intelligence and diplomatic communities and sources in news accounts considered it a terrorist attack days before Rice went on the shows. (The president and his spokesman also clung to the video story for too long.)
Rice should have been wary of a White House staff with a tendency to gild the lily, with her pal Valerie Jarrett and other staffers zealous about casting the president in a more flattering light, like national security officials filigreeing the story of the raid on Osama to say Bin Laden fought back. Did administration officials foolishly assume that if affiliates of Al Qaeda were to blame, it would dilute the credit the president got for decimating Al Qaeda? Were aides overeager to keep Mitt Romney, who had stumbled after the Benghazi attack by accusing the president of appeasing Islamic extremists, on the defensive?
Writing in a 2002 book about President Clinton’s failure to intervene in the genocide in Rwanda, Samantha Power, now a National Security Council official, suggested that Rice was swayed by domestic politics when, as a rising star at the N.S.C. who would soon become Clinton’s director for African affairs, she mused about the ’94 midterms, “If we use the word ‘genocide’ and are seen as doing nothing, what will be the effect on the November election?”
An Africa expert, Rice should have realized that when a gang showed up with R.P.G.’s and mortars in a place known as a hotbed of Qaeda sympathizers and Islamic extremist training camps, it was not anger over a movie. She should have been savvy enough to wonder why the wily Hillary was avoiding the talk shows.
The president’s fierce defense of Rice had virile flare. But he might have been better off leaving it to aides, so he did not end up going mano a mano with his nemesis John McCain on an appointment he hasn’t even made (though now Obama might feel compelled to, just to prove that he can’t be pushed around), and so he could focus on fiscal cliff bipartisanship.
His argument that Rice “had nothing to do with Benghazi,” raises the question: Then why was she the point person?
The president’s protecting a diplomatic damsel in distress made Rice look more vulnerable, when her reason for doing those shows in the first place was to look more venerable.

New intelligence indicates forces in Gaza may be manufacturing long-range rockets locally. If this is the case, a significant ground force offers the Israelis the best chance of finding and neutralizing the factories making these weapons. Meanwhile, Israel continues its airstrikes on Gaza, and Gaza continues its long-range rocket attacks on major Israeli population centers, though Israel claims its Iron Dome defense system has intercepted most of the rockets.
Analysis
Israel appears to be positioning itself for a ground operation, perhaps as early as the night of Nov. 17. The Israeli Cabinet on Nov. 16 approved Defense Minister Ehud Barak's request to call up 75,000 reservists, significantly more than during Operation Cast Lead in 2008-2009. The Israeli army meanwhile has also sought to strengthen its presence on the borders with Gaza. Primary roads leading to Gaza and running parallel to Sinai have been declared closed military zones. Tanks, armored personnel carriers, self-propelled artillery and troops continue to stream to the border, and many units already appear to be in position.
During Operation Cast Lead, the Israelis transitioned to the ground phase around 8:00 p.m. on Jan. 3, 2009. Going in during dark hours allows the IDF to take advantage of its superior night-fighting equipment and training, including the use of night vision goggles and thermal optics.
The Israeli air force remained active throughout the night of Nov. 16-17, striking at targets across the Gaza Strip including key Hamas ministries, police stations and tunnels near the border crossing with Egypt. The IAF reportedly carried out strikes in Rafah's al-Sulan and al-Zahour neighborhoods, as well as east of the al-Maghazi refugee camp. According to IDF reports, the air force carried out a rapid and coordinated military strike, targeting approximately 70 underground medium-range rocket-launching sites in the less than an hour. The IDF claims direct hits were confirmed. The IAF will increasingly target Hamas militant defenses ahead of any ground invasion. Already the IAF has bombed militant defensive positions, particularly in the northern part of the Gaza Strip.
Meanwhile, Hamas and other militant factions in Gaza have been actively striking back at Israel. More than 80 rockets have been launched from Gaza over the past 24 hours. Of the rockets launched Nov. 17, approximately 57 landed in Israel. According to the IDF, a total of 640 rockets have been launched since Nov. 14, with 410 landing in Israel. A long-range rocket was fired from Gaza toward Tel Aviv at approximately 4:45 p.m. local time Nov. 17 but was successfully intercepted by the recently deployed Iron Dome anti-rocket defense system in the area. Hamas continues to target areas around Ashkelon, Ashdod and Beersheva, with the Iron Dome system intercepting five rockets over Ashkelon at 5:15 p.m. The majority of rockets launched from Gaza appear to be of shorter range than the Fajr-5. The IDF has stated its Iron Dome interceptors have so far successfully intercepted 90 percent of the rockets, though this may be an exaggeration.
One of the long-range rockets was intercepted by the newly installed Iron Dome battery in the Tel Aviv area. A Stratfor source has indicated that the rocket was not a Fajr-5, but was a locally manufactured long-range rocket in Hamas' arsenal.
If militants in Gaza are now able to locally manufacture their own long-range rockets that can target Tel Aviv and other major Israeli cities, it would be a worrisome development for Israel. Thus far, Israel has been able to focus its efforts on limiting the supply of these rockets to Gaza through interdiction efforts, such as the alleged Oct. 23 strike on the Yarmouk arms factory in Sudan. But if Palestinian militants can manufacture long-range rockets in Gaza, it will be much more difficult for Israel to restrict Gaza's inventory of these rockets. Beyond rocket launch sites and caches, which Israel is currently targeting with its airstrikes, it would need to target production sites and those who would be responsible for manufacturing the rockets.
Furthermore, it will be significantly harder for Israeli intelligence to form an accurate picture of the number of these rockets locally constructed in Gaza. We have already seen that Israeli intelligence likely did not anticipate how many long-range rockets had escaped its first wave of strikes, and the fact that Hamas may have been producing these weapons could explain Israel's lack of complete information.
Hamas recognizes that these long-range rocket attacks have only increased the likelihood and intensity of an Israeli ground incursion. A significant ground force offers the Israelis the best chance of finding and neutralizing the factories making these long-range rockets as well as the shorter-range Qassams. Hamas and the other militants therefore are actively preparing their defenses for the anticipated incursion and are likely laying improvised explosive devices, setting up road blocks and defensive emplacements and sorting out their ranks and tasks.
Hamas has already announced that its Al Murabiteen units, consisting of five brigades spread across Gaza, will be concentrated in the border region to limit Israeli penetration into the Gaza Strip. Learning from Hezbollah's example in 2006, special units of Hamas are relying heavily on tunnels to maintain communications. Should Israel be drawn into more densely populated areas of Gaza in pursuit of weapons storage and manufacturing facilities, Hamas has also reportedly prepared its suicide bombers, known as Istishadiyeen, to raise the cost for Israel in an urban battle.
