Everyone is entitled to the rights guaranteed in our "bill of rights." However, when someone's perpetual behavior violates those rights and prevents a fellow citizen of enjoying the lawful pursuit of tranquility and happiness they are breaking the laws of our constitution.
The fact that, certain district attorneys no longer enforce laws and are selective is itself an act that, in my world of law and order, an unconstitutional act and they should be subject to impeachment and removal from office.
Consequentially, any citizen whose behaviour is perpetually both disruptive and destructive, based on norms of society, so the ability for other law abiding citizens no longer can pursue their rightful rights to live a tranquil and lawful life., they can and should be legally removed from that society and placed in a facility that offers them safe protection, all necessities of life including medical care with the ultimate goal of being reunited back into that society. However, until such time as this can be individually accomplished they are legally to remain incarcerated.
San Francisco is heading towards bankruptcy caused by errant behaviour of those who are driving lawful tax paying citizens to vacate. This is having serious consequences and borders on acts of sedition and must end or our entire civilization and society will collapse.
While those who are engaged in pursuing a life outside societal norms are either doing so due to drug addiction or for mental reasons they will be allowed their own life style but away from their fellow citizens.
When order cannot be maintained and laws enforced it is incumbent upon those responsible for governance to act .
